I have the honour to transmit herewith, in

accordance with Colonial Regulation No. 187, a petition

addressed to you by Mr. Badan Singh, Class I Clerk in the

Junior Clerical Service, No. 2 on page 81 of the Civil

Service List, 1939, together with copies of certain papers,

enumerated below, in accordance with the request made by

Mr. Badan Singh in his petition.

(a) Confidential Report Card.

(b) Correspondence between Mr. Badan Singh and the

Colonial Secretary between May and July, 1933.

(c) Letter of 8th February, 1939, from Mr. Badan Singh

to the Colonial Secretary.

(d) Minute of 18th February, 1939, by Director of

Public Works.

There is no doubt that Mr. Badan Singh is an

exceptionally capable and hard-working clerk who would,

purely on his clerical merits, have already achieved the

advancement for which he now asks. Promotion was, however,

denied to him on the grounds that his conduct in connection

with an incident which occurred in 1933 was not such as to

inspire complete confidence in his trustworthiness. The

next step in this officer's promotion path is to the highest
